Is this part pressed into the valve cover or does it have to be removed from the valve cover?

Considering I did the valve cover gasket at the same time, I'm not sure if it was damaged or not. If you push it in, it could potentially plug, but I would recommend lifting the valve cover before reinstalling it to allow it to seat properly in the head Ensure that the valve cover is seated.

Are you preventing the oil from leaking with this?

As a result, the oil leak on the 2001 Civic that I worked on was stopped.

In this case, it did not stop the leak by itself, but if you find an oring that fits over the part that goes through the block, it should be able to stop it. An oring is mounted inside a plug so that it will be pressed against a block and the outer lip. As soon as it is installed, you will be able to see the oring. The ERG valve needs to be removed and the plug must be pressed into the inter lip as you put it in. The Honda Civic I was driving at the time was a 2004 model.
