It didn't, and I didn't need a paper gasket on my 1998 350. It made use of the o- a ring that attaches to a thermostat

Is it necessary to use a gasket?

The rubber that goes on the thermostat seals it. Aside from that, no.

I didn't need to replace the factory one, but since I was replacing the radiator and thermostat, I figured it was worth $15 to get a nice new one. It's brand new and gleaming, as opposed to the 22-year-old one it replaced, which was filthy, scuffed, and just didn't look as good. The mating surface has been polished and seals properly.

This is an original GM part that is very nice and well made, and it fits the 5. In my 1999 Tahoe, the Vortech 7 liter engine fits perfectly. It's made in Mexico, and it's far superior to the low-cost Chinese-made alternatives. Water outlets from other manufacturers were custom-made. I don't usually buy genuine or AC Delco parts because they're more expensive and the quality isn't always better than a good aftermarket part, but in some cases, the genuine part IS better, and this is one of them. It is more expensive than the low-cost aftermarket water sources, but it is well worth the investment.

When replacing parts on your GM vehicle, it's best to use GM's original parts

For my 1998 Tahoe, I needed an OEM replacement. I've learned the hard way to only use ACDelco, Delphi, and Dorman parts - they fit perfectly. whichever one came with the car when I first got it.

It wasn't really necessary to replace it, but the original was 22 years old and I needed to remove it anyway to replace the thermostat. I wasn't sure if the original had corrosion, but with such an old truck, it seemed like it was time for a replacement.

When you're replacing your thermostat, make sure to do it at the same time

At the same time as the thermostat, I had my corroded water outlet replaced. This is identical to the original, which had corroded and become deeply pitted over time. Simple, straightforward, and solidly constructed.
