No, that isn't supposed to happen, but they shouldn't stop it from working. In order to create a little space between them, I would use a screwdriver or something similar.
It's actually that small metal tab on the side where the plug connects that is connecting the plug to the plug. Coils attach to the other side of the plate at various points. It is not connected to anything, if that is what they were asking for. Here's some information that may be useful for those who are wondering about this

One or both of these factors might be causing the issue. It rained often during my application, and whenever it did, a small leak would drip water on the blower motor, shorting out the resistor. A second possibility is that you may have a short in wiring leading to the resistor or that the controls for the heater are malfunctioning. I don't consider myself a mechanic, and in the first instance I mentioned (water leaking from the faucets) I almost missed the fix a couple of times before I finally turned it off.

Previously, one of the resisters in this unit had burned out. In 1999, my Suburban would blow on high but not at any other speed. It should be replaced first if you have a similar problem to mine. I replaced the switch on the panel, but the Blower Motor resistor needs to be replaced also. Your hands have a tough time getting into that hole. For loosening the screws, I would recommend getting a long 7mm wrench. You Tube provides directions that are easy-to-follow and the price of this unit makes a lot more sense than buying a control panel that cost There is no use spending $00 on something that won't fix it anyway.
All four of my speeds are working again after I installed this part. This part is located in a super tight spot, so you may have to gently stretch the springs in order to get it back in the right place, but overall it's an easy job, and the quality is excellent, and the price is right too.
This part fits and functions the same as any OEM part. It takes a lot of effort to install. You can't damage it at all unless you insert it correctly. Behind the glove box, on top of the black plastic band that surrounds the airflow The little bracket with the relay should be removed. Unplug everything going where it's not needed. It is fastened to the wall with two 7mm bolts. With a 1996 suburban with rear ac, I now have all Fan functions available for control on the front of the car.

Good quality part. With a 98 GMC Sierra you might not need to take the housing apart, but if you stop and go slowly there was one position that went into place right away. Take a break, and don't try to force the installation.
The original part has been replaced by the factory. I got it to fix my fan stuck in high and it works great. It is too tall for the 1995 K2500 heater box. I would have to remove the dashboard to fit it. To resolve this issue, I bent the coils gently so to ensure that none of them touched each other, which could have caused a short. I am happy with the purchase and will buy it again in the future.
I am able to use it on all speeds There's a 95 K1500 in my garage. There are no fun or easy parts to the installation. Before you attempt the install, you can YouTube it, saving you a lot of time because it's under the dashboard.
It seems as if my fan will now operate at multiple speeds now that I replaced this part. The part I have completed is very satisfactory to me.
