In my understanding, the orifice tube has a spring attached to it that adjusts the orifice size where the refrigerant flows, but it could impede refrigerant flow if the spring becomes inoperative. Fixing the size of the orifice on the fixed tube makes it more reliable since there are no moving parts to fail, and the refrigerant can flow freely through the tube.
In addition to designing the fixed orifice tube at Harrison, the person who came up with the variable orifice tube was also at Harrison. Having a great time with it.
