I do not believe that is true. In the dashboard, it is positioned behind the glove compartment and is used for the evaporator.

In the photo, there is a comparison between the two On the left, you can see the new expansion valve and on the right, you can see my broken valve. You can see the metal piece covering the spring in the hole at the bottom. Previously, my old valve had frozen under pressure and was blocking the flow of refrigerant. Using a YouTube video titled "How to change the evaporator on a 06 Honda Pilot" I gained access to the evaporator, which has the expansion valve inside it. *I definitely recommend buying this expansion valve if you're looking for one.

It is a made in Japan item that is described. I had no problem installing this item on my 2008 Lexus RX350. International recipient has experienced delays in delivery due to carrier. After contacting Amazon, the company confirmed that it would be delivered in the next day on the max and provided a gift card voucher for 20$ off. I'm extremely pleased with the service we received.
