Is this compatible with a Celica 2 from 1996? 2 engine?

I'm not sure what a Celica from 1996 is worth. Toss your car into your Amazon garage. Check to see if Amazon thinks it's a good fit. My Toyota Corolla S was manufactured in 2003.

Is there a pair of hose clips included in the package?

No, you can either use the old ones or order new ones if they are still in good condition. The clip's part number is 90467-. 21152

On a 2007 Toyota Corolla S, it was a perfect fit

Because the car was purchased used, I decided to replace it with a genuine Toyota part as preventive maintenance. I was replacing the PCV valve and decided to replace this hose as well, even though it was probably fine except for a few cracks at the two connect points.
FYI- At first, I considered replacing the constant tension clamps as well, but they appear to be quite durable unless they are damaged in some way (e. g. , by dropping them). Regular pliers can be used to deform them. Not for this repair, but after having trouble removing and replacing radiator hoses, I gave in and spent about $30 on a special tool to remove these Constant Tension Clamps. Those CT clamps are expensive, but they can be a real pain to work with.
