No, the 400 modified engine does not have a front sump oil pan.
I'm not sure, it says for a small block Ford car if my memory serves me correctly, but it fit my Bronco even though it didn't come out in the right spot and it gives a reliable reading. However, I'm not sure where the dipstick is on a 390, but it's only $30. If I recall correctly, you'll only be out a few dollars if it doesn't. I couldn't find any aftermarket dipsticks or tubes, and the factory one was out of production, so I bought that one in the hopes that it would fit.
No, it's designed to work with the 302 engine.

Because it's curved, make it fit the way it's supposed to. I filed a total of 0. 010" off the OD, 400 grit sanding, and a drop of oil, and it slid right in. A portion of the mounting bracket had to be trimmed to clear a (aftermarket) header primary tube - There's no need to be concerned.
This is the OEM 5 in its most basic form. Dipstick with a chrome finish, size 0 fox. It would have been better if they had simply painted it. br>Because of the chrome, fully inserting it into the block was extremely difficult. Either that, or this Made in China version isn't a perfect match for the original's diameter. The fit on the engine with factory fox headers was fine once they were driven in place (and I don't mean gently).
It's the correct dimensions; the only problem is that the chrome plating on where it goes into the block is too thick; I tried tapping it in with a long screwdriver and hammer right on the collar and it wouldn't budge; I took a flap disc to it and it popped right in.
Even though it was "used," the 0L Fox engine was in excellent condition. It was necessary for me to pound sand the pilot to make it fit in my stock block It worked out well with patience and power tools - To seal it, I used a tiny amount of black RTV.
I installed a drill and adjusted the size with a fie.
I had to trim the chrome off the end, just like everyone else, so it would fit in the hole in the block, but other than that there were no issues.
Fit.
It's not of the highest quality, but it gets the job done.
