Is it possible to change the tire to a Metzler?

Yes, but upgrading to a Metzeler tire comes with a fee.

I'm going to order this for my 01 rkc, and based on the answers to all of the questions, I'm guessing it'll fit. Do I need fender extensions, and if so, how much would they cost?

I have a 2009 Ultra and it fits without the need for a fender extension. With the 21-inch wheel, it looks great.

Do you think the nipples could be powder coated white?

Yes, but it will cost you $60 extra. 00 for white powder coating of the nipples

quality. The bike looks fantastic with the new tire wheel and rotors, and the seller was extremely professional and helpful. I did get a one-and-a-half-inch riser for the fender and cut one bolt on the inside of the fender to make room. I'll be buying more from this seller in the future.
