What are the pins necessary to connect the tow bar and does it come with all the hardware it takes to install it?

It is not the base plate, but the actual tow bar that comes with the pins.

Can the baseplate be attached to aftermarket steel bumpers that have a winch and skid ?

The bumper is designed specifically for Call of Duty or MOAB bumpers from AEV. Others may be able to fit it, but I am unsure. Installing this skid plate was no problem for me since I have a winch and a skid plate. This process requires two wrenches and can be accomplished in twenty minutes.

What are the compatibility issues with ABS 1133 base plates and bx 7335 tow bars?

You may have a JK Wrangler with a BUM front bumper if you have I can't believe how well it fits! You will need a tight fit to install it by yourself, but it works great! The Blue Ox team is great as well. I asked about the quick links that they include in the kit, and they sent me a couple extra ones to make the install fit better (for secondary cables to the frame). It is highly recommended that you buy this baseplate and work with Blue Ox's customer service.

Avoid it at all costs

To be honest, I would check out the options and see if there is a better base plate for the Wrangler or JK/JKU. The bolts on my Jeep have been broken off three times already by this one. The issue is not going to be resolved by Blue Ox, and I have invested too much money into it.
