Under the windshield, it sits.
I would like to thank you for your help.
It happens rarely. There is no way to put it back together properly because it is thicker than OEM. In the old seal, the holes for the bolts for the cowl bolts don't align. Getting the cowl to sit flush is nearly impossible since the seal is thicker than OEM. In addition, due to the cowl's curvature it is nearly impossible to get the bolts that secure the cowl in place into the right holes and to egg them out. Furthermore, the cowl sits out of flush with the windshield frame, so your wipers will rub on the cowl. To top it all off, the included push pins are not even usable! Use RTV on your old seal instead of going to the trouble and mess of replacing it. The aftermarket seals you buy for TJs are garbage!.
In spite of this, the pins were included. The part fits 2000 TJ Jeeps. Although the pins included to push into the body are too big in diameter for the factory holes, it works fine with the other pins.
I did not receive the parts I ordered as advertised for my 1999 Jeep Wrangler TJ.
