I don't see why not, as long as your printer can handle that size of paper. In my printer, I've never used any paper smaller than a 4" x 6" photo paper. If you print at the highest resolution, the paper should not smear the ink.
Yes. However, don't go overboard with the application. It's a sturdy card stock, but if you use too much paint, it may curve or ripple.
The tooth on the vellum surface is absent on the smooth surface. The vellum isn't textured, but it's not as slick as smooth vellum.
