For the controller to fit in the wheel, you need to take it out of the sleeve. As long as the strap gets through the hole in the wheel and out the back, you can leave it on.
The version that I purchased is not equipped with a silver ring, so I don't know if there is one available in different lengths. There is a black ring around mine that blends in with the background.

There were no complaints from me. Generic vs name brand- This is definitely better than generic, not only for the sake of it being an original Nintendo product, but it's also made from higher quality plastic and looks far better, too. A cheap option for this item would not work for me. This is a great product. A fair price was paid and the order was received on time.
Nintendo Wii - A mote is not included in this package. This is great for playing Mario Kart it feels like you're holding a tiny steering wheel that isn't connected to anything at all. Holding a wheel and leaning side to side when you steer is just as comical as it sounds. It's much more fun to do it with the controller than just the game.
