Yes, they can. I tested it with my sister, who has a Nintendo Switch, and it works. You can use it multiple times.
You must use them from the resident service ABD machine, which will prompt you to use an Amibo, either a card or a figure, when you scroll down to invite camper. On the pro controller, place it over the switch logo top center or over the right thumb stick of the joy con. Hold it still for a few seconds, and it will make a noise, followed by the appearance of the character on the screen. They'll be at your village's campground once that's completed.
They're about the size of a standard card, not a miniature.

There were no issues with any of the cards. br>To 'invite a camper,' you must go to resident services and use the Nook Stop terminal, as others have stated. You'll be given instructions on how to use your card.
Target handled the release of the Amibo cards for the Sanrio collection poorly, which disappointed me. They let scalpers swoop in and take them all for a much higher price. Even though these are more expensive than the original cards and are made of a high-grade plastic similar to a hotel key card, they work just fine. They are very durable, and my kids were able to get all of the furniture and clothing items, as well as the posters, through Harv'a island using them. If your kids wanted the cards but couldn't get them, these are a good substitute.
So I'm not sure what they're made of, but the cards aren't the typical paper cards that come with ambios. They all work fine; just make sure you put the controller in the correct spot or you'll get an error message.
I was pleasantly surprised to see that they're made of a plastic-like material that makes them thicker than standard amiibo cards right out of the small bag they came in. Marty's card, on the other hand, does not work for me, with the message "That's not an amiibo. " Scan an Animal Crossing amiibo card," effectively rendering it useless. Fortunately, I was primarily interested in Toby's and Chai's cards, as their items are my favorites. br>However, I wish the single card worked, given that I paid $20 for them, including shipping. But, whatever the case may be, the cards are still adorable.
I wanted to get the Sanrio items, but Target didn't have them in stock, so this is the next best thing! The cards also have a solid feel to them (similar to a thicker credit card). On my island, I was successful in obtaining all of the items.
First and foremost, these cards are of good quality, as they are made of a thicker material. Except for Martys, they all worked for me, which is unfortunate. I tried it multiple times, front and back, and even at Harv's Island to double-check, and all it says is that it isn't an amiibo. Four stars because it was a letdown.
