For a total of four, simply order quantity 2. There are two wheels/tires in each item.

Isn't it possible for me to purchase tires without rims?

No, but once the set is worn out, you can try to remove the tire with a heat gun and replace it with a rim.

Would these be compatible with an Arrma Notorious 6s?

You can use any tire size on all four corners as long as they are all the same size.

Will these be able to fit on the limitless back?

So long as they're in front of the camera. They aren't the same diameter as limitless.
