This bit creates a 1/4-radius ring. on the corner of a flat piece of material A straight vertical step will be created above the round over if the bit is set a little deeper. So, depending on what you're trying to accomplish, this might be a viable option. This type of router bit is typically used to run the length of a board or around the edge of a flat surface. Making a true half sphere with this (or any) router bit would be extremely difficult.
You won't need to pattern anything once you've finished shaping your part; the bearing on this router bit will follow your work piece. The thickness of your work piece must be 1/4" plus 3mm, but this bit will simply round over the top edge of your work piece with a 1/4" radius.
The diameter is specified as 1 inch. I'm not sure if this responds to your query.
I don't think there's any reason why it shouldn't be done. I imagine the PVC to be similar to soft wood.

My current project is to make softened edge or roundover wooden cabinet pulls. I bought a set of Ryobi router bits from HomeDepot, and despite sharpening them, they were still burning and chipping (to be fair, I paid $70 for a set of 15 Ryobi bits). This Freud Quadra bit is made in Italy and has a slightly larger diameter than the Ryobi equivalent (notice the larger diameter bearing on the Freud bit as well). Although the Freud bit cuts with minimal burning on the surface of the wood (mahogany and walnut), I was able to achieve a similar chipout with it. The Ryobi bit would have sufficed if I only needed roundover on a few pieces, but hand-sanding the tight spots to remove the burning would have taken far too long. However, it's unclear whether having two extra blades is beneficial in this situation. I'm hoping the sharpness of the bit lasts. Please keep in mind that this review was written by a novice woodworker, so results may vary.
I'd buy more bits in the "Quadra Cut" format if they were available. Cabinetry and trim are two things I do a lot of. Because of the smoothness of the finished product, this bit saves me time, which saves me money. Because of the extra cutting edges, the bit has a larger diameter than a "typical" round over. Investing a few dollars more for better results is well worth it, especially with harder materials.
This router bit did an excellent job of rounding the edges of my pine 2x4 table top. The router bit's bearing is strong and rolls smoothly off the edges. The only caveat is that I haven't tried it on harder wood species yet, so this rating could change in the future. The four-star rating comes from the fact that the price is a little higher than other generics. While I understand the cost premium associated with a "brandname" product, the price difference appears to be exorbitant (pun intended).
The amount of finishing work (such as sanding) is reduced, resulting in a higher overall value.
Nothing to be concerned about. It works perfectly. I've had no issues or tear outs, and the pick up is definitely worth it for the price.
This is a fantastic selection. Even on the end grain, they cut cleanly. They don't require a lot of sanding.
