Why are you attempting to describe this in terms of a 25-count? What do you mean, total deception?

I'm guessing it's closer to two. It's fine to use sand paper, but not for 25 sheets. Maybe a quarter-dozen 1x1s. I'm not sure what I'm saying. I didn't realize it was 25 sheets when I bought it, so I'm not sure where the misunderstanding comes from.

Is it possible to apply it to metal and polish it?

That's exactly what I'm going to do with it! Because it's a coarse grit, you'd use it first to remove heavy scratches and other imperfections, then follow up with a few finer grit papers for a smooth polish finish.

Is it for a total of 25 sheets? There appeared to be some disagreement in the comments. ?

" There are only five pieces in total. However, for five sheets, this is a reasonable price. If you think you're getting a deal of a lifetime, don't buy it. Oh, and the sandpaper is, well, sandpaper, and it works exactly as you'd expect! No surprises there! Due to the discrepancy, I docked one star.

This sandpaper came in handy when I was refinishing a child's rocking chair for my nephew. This was my finishing sand paper after sanding off the old stain with a rougher sander.

Although this sandpaper was useful, it was not as good as some of their competitors. I tried a different brand, possibly 3M, and found that the sawdust on the 3M brand was less likely to clog the paper.
