I have not attempted to remove it, but I am confident that you can. It's possible that you'll have to retouch the taped-over area.
It's made of plastic, after all. To make drilling the hole effective, you'd need a stud.

I suppose it's unreasonable to expect the sticky tape to be applied to the entire circumference. Alternatively, be of higher quality than micro-electronics. When removing the backing, it was thin and easily scraped off. To ensure sticking, I had to press against the wall for several minutes. I had a smaller 5" one from somewhere else that had sticky tape all over it and was stuck on quickly and tightly. So three stars because the cap covers the unused double outlet in my wall (which was cut out too wide for any outlet caps to fit), but five stars if sticky tape went all the way around and they included a closeup of what "textured" meant. I'd only seen smooth ones before, so I wasn't sure what to expect.
I bought this to cover a hole in a wall caused by a door knob, as well as to protect it from further abuse. I read some negative reviews about how it didn't stick well, but I figured it was worth a shot because it was so cheap; worst case scenario, I'd use glue: I used alcohol to wipe down the wall, then let it dry before applying the protector. It's been up for four months and there hasn't been any issues with adhesion. It isn't flashy, but it does the job admirably!.

It will not stick if you buy this product to cover a hole in a textured ceiling that has been knocked down. To cover the area, you'll need to use glue. I will not purchase this product again because it is of poor quality.
