Is it possible to use a 12/3 soow wire with this?

It certainly ought to. I used it on a 10/4 cable, but I had to stretch it quite a bit to make it fit, so it should work on a 12/3 as well.

Is there a fitting on both ends of the mesh portion?

Why would it have a fitting on both ends if it's only about 6" long? The wire is gripped by one end, which is attached to your junction box. On the other end of the wire, nothing is required.

Is it possible to do this with a 6-year-old child? 4 cable?

The number one is what I would suggest. With a 10/4, it was a bit of a squeeze.

This was purchased to relieve strain on my outdoor generator's "pigtail" - It's great, and it gives this fat cord coming out of a J-hook a nice linear strain relief. My house has a box on one side. Quality product - and yes, quality usually entails a higher price tag - It is, however, well worth the effort.
