This tape, I believe, would be suitable for children. I don't use it on my eyes, but I do have to cover a surgical area on my husband with gauze, and I've found that this tape is gentle enough for his skin to tolerate multiple dressing changes per day for over a year - There is no tearing or irritation of the skin, and I can remove and reapply the tape several times without harming his skin!
I'd send it back and not order it again. This may or may not be an error, but the seller is testing how many people will bite a baited hook. Prior to sending out orders, there are checks in place. Beware.
First and foremost, I've never heard of such a tape-related question. Paper is used in the manufacture of tape.

This tape is truly incredible for anyone with thin skin, including the elderly, those on chronic steroid therapy, and those with hypersensitive skin or latex allergies. I'm a lash artist, and these are what I use when I apply extensions. It's ideal because, unlike the paper 3M ones, these don't yank my clients' skin. It's a must-have in my arsenal and a lifesaver! Where I come from, these are usually $7 per roll, so this package is a great deal!.
With that said, she is only 18 months old and the hose needs to be tapped on a regular basis. We used cloth tape because that's what the instructions said to do. Even if you used oils to release the adhesive, that tape would rip skin off her face when you tried to remove it. The sensitive tape, on the other hand, holds to her face securely without ripping skin. It's interesting how the adhesive has a jelly-like consistency, sticks, and then peels away easily. This is the lashing tape of choice for me. I'm never going to use another tape again. It's great for my clients because it's so gentle. While I'm lashing and conversing with my clients, I can tape up bottom lashes without worrying about eye pads and tape falling off. I would strongly advise any lash artist to use this product.
