It will rotate if you can rotate the body of the scope. Apart from that, you're going to need to get the window low enough to allow you to see through it. This is not the best system for an angled scope, but it'll work just fine.
It's okay to fully engage the clamp on the window, but you'll have to tighten it and ensure it's completely inserted on the window edge in order for the clamp to hold the weight. This means it might slip if it does not. For spotting scopes and other such devices, it is a good mount, but for a heavy camera and lens it is not up to the job.
My guess is that it is slightly thinner than car window glass, but it may not be more than an inch at the most (I do not own the mount anymore)

I will be able to use it this year with my Vortex 85mm spotting scope. Has very sturdy clamps for the window, and the horizontal swivel and vertical swivel motion seem very smooth as well. There is no flimsiness in this metal, since it is very heavy and solid.
