This is a very small item, making it difficult to identify

As a result, we have a huge bag of these things which are probably not going to do any good. I am dumb. It consists of these small glow in the dark sticks and a plastic tube that costs $15. Instructions are not given. If you put a hook through the tube and then insert the glow stick, what I see is that the tube is too small or too stretchy to hold the hook with the glow stick on it. Only the end of the hose fit into the plastic tube after wedgeing it and forcing it into it. Thus, an expensive waste of time and money.
