I'm not sure how to answer that. There is a stretchy part on the leash that is covered with a heavy material. There isn't really much thickness to it like a bungee cord. I think your puppy would find this too much to handle until he calms down a bit.

A comfortable and secure leash for dogs. In a nutshell, The design is well thought out and excellent. You can use it to walk or run your dog or for whatever exercise you like to Pets of all sizes are welcome in this facility. During my video, I failed to mention the handles are padded, which gives them a comfortable feel and reduces stress on your hands. Also, I neglected to mention that the clasp locks, so the belt cannot unbuckle and cause your dog to run away. It was really nice and I would recommend it to others. For the price point, this is a very good set. The quality is actually quite good. Unlike many other hands free sets, this had the advantage of clipping the leash to two rings across the buckle. When I was tending to my dog, I previously had to release my previous belt. Especially now that I am walking 2, this could become an issue, so it is great to have that extra protection! So far, the length adjustment on the belt hasn't gotten out of position. This was a big problem on a pricier name brand set I had, the belt would slack off by the end of a walk. The one I have here is still snug after a few walks with my friend's new rescue who is still pulling. The 2 leash handles are in perfect positions to quickly control my dog. I have a leash with handles attached at each end and it's much more difficult to bring the dog close without bending down (try that when 2 dogs are excited). Unlike other bungees, this one has a lot of stretch. It is a real relief on my hands when my 45lb puller gets a little excited.
