Old bulbs have # 1706- stamped on them When you look at the two bulb unit, V 146 states 80W, so either there are two 40 watt bulbs or they are 80 watt bulbs. ?

I believe these are 40 watt bulbs, if I understand your question correctly. It is safe to assume your 80W equipment is 2 amps if it is labeled for that power These lamps have a 40 watt bulb. As you don't list the manufacturer of the equipment I can't help you with that. I found no reference to UV lamps with the numbers you describe. Both lamps should operate if they are of the same length and have the same pin configuration.

Are there any ozone emissions from this?

The device is encapsulated in a quartz shell inside a metal tube, so I wouldn't have expected it to be. The following is just my opinion, but if anyone has any idea otherwise, please inform me.

If the shipment contains breakable items, make sure they are packaged and cushioned correctly

Fortunately, the uv bulbs were intact as a result of the tubes that the bulbs were placed in not being padded in the box. Regardless of whether or not anyone took the box, it was propped up at the side of our wheeled bin.
