What is the best way to handle bamboo with these?

The bamboo plants that I put in vases were in them.

What are the possibilities for using these at the bottom of a potted plant to help ?

Certainly you could use them for drainage, but they are far too beautiful to use that way. Get some rocks for drainage and then you can put gemstones on top. Just wash them and put them in the stones look beautiful on top.

The bag you need is either really really small or you should order a larger one

In the picture you can see the seller didn't restore the seal of the package and the rocks spilled out. It appears I was sold a returned item, as the seller did not reseal the package after someone opened it with scissors. Furthermore, the package would not contain enough rocks to surround one medium size plant if it were full. However, I received a full refund with no hassle from the seller.

Do not brighten up or use multiple colors

The stones are bright and multicolored, as you can see from the picture. As far as I can tell, everything I got was a bag of stones that are mostly dull white, dull gray, You shouldn't expect a stone that is bright or shiny.
