For this filter, what size filter wrench do I need? Is a Diameter 2 going to work? 3" x 7/8" 1/4" (76. 2mm - Will the 7mm) be sufficient?

I went to Autozone and bought a standard oil filter wrench because I didn't know what size I needed.

Is it compatible with the LA175?

It's a 10-pound can of oil. It can be used with any small engine and weighs 30 pounds.

Is it possible to use it with a D130?

Yes. My D130 will take both quarts if the oil is drained. The filter is the right one, and it's of OEM quality.

Don't forget about all of the other maintenance that needs to be done during the off-season. Clean under the mower deck with a garden hose, add Stabil 360 to gasoline, fill gasoline tank, and run engine to treat carburetor, then disconnect battery.
