The handle isn't attached, so don't expect it to work. You must insert it yourself, and the way it is attached (via two small buttons) makes it wobbly.
About a foot, I'd say. Stepping up is simple when you have the bar to hold on to. It comes in handy a lot of the time. I bought it to help me get in and out of the bathtub, and it served me well until I upgraded to a tub bench. I only use it now in my home. I hope this has been of assistance.
It's available on Amazon. I have one and enjoy it immensely. It's something we use on our boat. It was well worth the money.

You must first place your weight on the stepstool before pulling up on the assisting handrail. Your weight is the one that keeps everything in place. It's unreasonable to expect the handrail to act as a stabilizer without this. Second, because this item is made of spackled bronze rather than stainless steel, some people have criticized its appearance. It's a utility item, not something to flaunt in public. In fact, if you want to keep it by your bedside, I think the color blends in better with adjacent furniture; otherwise, it'll go in the closet. Third, a few people have expressed concern about the unit's odor. There was no unpleasant odor in the unit I ordered for my wife.
This is a shaky step stool. Otherwise, it will tip if you don't first stand on it and then use the handle for balance. This is a good investment; I took a risk and it paid off. It's extremely sturdy, heavy (for me), and has a large handle, so this stool is only in my very small bathroom because it's extremely useful to me.
