Yes, the 15 Ohm speaker is essentially a 16 Ohm speaker, but they've always been labeled as such for some reason.
I'm not sure where it was made, but the box says it was made in the United Kingdom, and the speaker says it was made in Ipswich, England. Stick- Always suspect on labels, but what can you do about it?

I bought this speaker to go with all of my VOX tube amplifiers: If you're looking for the original, classic VOX tone, you'll need AC4HW1, AC15HW1, AC30CC2, and so on. (No, I'm not affiliated with Celestion. ) VOX AC30s and these speakers were used to create the early Beatles sound. Listen to She Loves You (The Beatles, 1963) to get a sense of what I'm talking about. When the Celestion Blue is used in conjunction with the appropriate tubes (i. e. I'm glad I upgraded my Vox AC15C1 to this model. The sound quality has improved noticeably.
After hearing an ac30 with a blue and my own without, I decided to buy this speaker. This speaker maintains its reputation for sweet sounding to all-out balls-to-the-wall rock. roll. As if you had an old friend who had just purchased a new suit:.
I had an old fender 2x12 cab lying around, so I decided to install two alnico blue speakers and connect it to my vox custom classic AC 30 head. I've never heard such silky highs, solid lows, and deep resonance tones coming from speakers after they've been broken in. this cab. It was well worth the money.
These Celestions are pricey, but there's a reason for that. Although the Alnico magnet material is costly, it is well worth the investment. For a speaker that only uses 15 watts, it is surprisingly loud. Much more audible than my greenback g12m- There's a creamy middle range and a really complex but sweet high end. There isn't an excessive amount of bass. There's only a smidgeon of bass in this track. You'll be in heaven if you combine it with a Celestion g12h30 Anniversary.
I play sounds that are similar to U2, Coldplay, Marilion, and other artists. It's well worth the money!.
