Ours is kept in the warehouse. You can certainly use it outside, but it is not weather-stripped or otherwise waterproof. Water can get inside if it's raining, and it might not drain. You could probably prevent this by installing weatherstripping around the doors, but that is a question for the manufacturer to answer. It should be fine if it's outside but protected by an overhang or other cover.
Yes, the legs can be adjusted up to an inch in length using threads. Q2: Yes, there are a total of eight spots available. You probably don't need all eight shelves, but you could always add a few more later.
