A single person. When I used my circle punch it did not cut it properly, there was a ragged edge. I only did one scarf because I thought it was the only way to trim them by hand. As for cutting them, I tried backing the freezer paper with copier paper and it did work, but holding the sandwich together was a bit difficult. I found more success by ironing the freezer paper to the copier paper, but the dots were less sticky once they were separated. My project's resist was the dots so a less stick would not be a good thing.
