Yes, I believe it is steel. The quality of the design and construction astounded me. I was anticipating a lot of heavy plastic. There are a few plastic connectors, but they're sturdy and come with extras in case you need them. This cart has left a lasting impression on me, and I would purchase it again.

Will a 12 x 12 inch piece of paper fit into both tiers?

It's impossible for me to say. It'll be a tight fit, and you might not be able to see the file labels.

Is there a set of hanging file folders included?

No, it does not, at least not according to my personal experience.

This was a breeze to put together. I was looking for a file cabinet that wasn't a file cabinet, and I found it. I can either move it out of the way or place it next to my desk so that I can access my paperwork.

It was incredibly simple to assemble, and the quality was far superior to what I had anticipated. I'm using it for home filing, and I love that it has wheels so I can roll it to wherever I need it at any given time; I would recommend it to anyone who doesn't need a "real" filing cabinet. All you have to do now is make sure the documents you're filing aren't falling out of the hanging folders; However, this is also true of a standard filing cabinet. For my purposes, I'm very pleased.

It appears to be in good condition. It can hold a large number of files. I purchased this because the one I had previously collapsed under the weight of my belongings and the wheel broke off. This is a far superior version. I am pleased with my purchase. You can change the size of the files to either letter or legal.

This file cart is very similar to the Safco one I purchased many years ago

It's simple to put together, very sturdy, and does the job well. If there aren't hanging folders on both sides of the removable dividing bar, it will slide back and forth. This also makes it simple to remove when necessary.

It's well-made and will eventually be used in our new home as a stopgap during a complicated move. We'd purchase another if we needed more filing space. The unit is simple to put together.

The two center dividers (2 each) were held in place with a total of 8 zip ties. Aside from that, It's simple and convenient for those who need to see everything at once.
