Is this compatible with 7" coffee stir straws?

The thickness of the stir will determine how long it takes. It's only supposed to dispense one straw at a time, but if the stirs are smaller than a straw, you might get more than one.

Will a 9" unwrapped straw fit inside and be dispensed?

Yes, it certainly will.

Will this be able to hold classroom pencils?

It will undoubtedly be used to store pencils in the classroom. I strongly advise you to do so!

Mine didn't come fully assembled, and there were no instructions included. I'm not sure how I'm going to put it together. ?

Although the product claims to be 11", it is most definitely not! I bought 9" straws but they are too short to use. I'm going to return it.

There is no way to change the settings on this unit, so it only dispenses two straws at a time. Finally, this is a waste of straws in the trash, as well as harmful to the environment.
