There is documentation that says 12%, and brewers usually use an existing yeast cake to get through 10% easily. As far as I know, I've never brewed anything so powerful.
While I haven't tried baking bread with brewer's yeast, I have baked bread with distiller's yeast. I have tried using distillers yeast to brew a high gravity beer. Bread and distillers yeast are often interchanged.
