The one I just bought didn't come with a belt to keep it in place, and the pad itself didn't have any Velcro on it.

My lights do not blink, but they remain illuminated to indicate temperature and duration. If your lights are blinking, I recommend returning it and getting a new one.

It gets warm and is super soft and flexible, which I liked at first. The seam began to separate quickly, and on the other side, it caught fire, burning holes in the heating pad and leaving a small burn mark on my blanket. This heating pad is poorly constructed and potentially harmful. This is one I would not recommend. I'm just glad it didn't turn out any worse.
We were dissatisfied because the measurements were too small! This was our second purchase, but this time from a different brand, and we now understand why they were less expensive. I understand that they are cut in stacks and that measurements may vary slightly. The width, for example, was sixteen. It's a minor difference (5" instead of 17"), but it's not a deal breaker. The big deal was that it was 3" too short, which was a problem. We're buying because of the length, not because it's on sale or because it's less expensive. I purchased it for my daughter, who is in desperate need of it for her back, neck, ovaries, and legs. Because of her lentgh, she could handle multiple tasks at once, but I was hesitant to hand it over to her after all the hype. So my husband swapped me out, taking her shorter one for his feet and giving me the longer, slightly more expensive one. PURCHASE THE ADDITIONAL CASH!.
This was well worth the low price; it heats up quickly, has simple controls, is a good size, and is well made for the price. Almost flawless. It would be nice if it were a little thicker, but I expect that would be more expensive. If properly cared for, I expect and hope that it will last for many years, but I'd be happy if it only lasted a year. I haven't tried spraying it down, but it works well in dry heat.
So far, I'm impressed with this heating pad. It quickly heats up and stays hot for as long as the timer is set. The controls are simple and straightforward to operate. Because of the size, I can easily ensure that I can hit a difficult spot in my inner hip area. So far, this purchase has exceeded my expectations. However, as anyone who has used a heating pad knows, the issue is how long they last (my previous one [different brand] died after 45 days). At the very least, this one comes with a one-year warranty, which states that if the pad fails within the first year of purchase, it will be replaced.
It's great that reaching a high temperature doesn't take a long time. However, the reports that it'll be a scorcher are accurate! THIS THING HEATS UP QUICKLY! But I really like it. I'm anemic, and it's not uncommon for me to be extremely cold and difficult to warm up. For me, this is the ideal product. I wish this same level of quality was available in blanket or throw size.
Just don't hold your breath for it to last long. Mine was put to good use twice. Actually, only once, because the first time I didn't even use it; I just plugged it in to make sure it worked and got hot right after it arrived. I used it on my shoulder again for about 45 minutes the second time around. It would not turn on the next time I tried to use it. It was almost as if I hadn't plugged it in at all. So, I suppose that's the bottom line. It's a great heating pad if you're only going to use it once. But don't hold your breath for it to turn on the first time you use it.

I've tried a lot of'soft heat' heating pads, and this is by far the best one I've tried. The electronic control appears to be of higher quality, and it does not suffer from the overheating problems that I've had with other brands. The pad is large, plush, and supple. It has a large heating range of mild to extremely hot in six increments, as well as four adjustable time settings ranging from 30 to 120 minutes. It is an excellent value for money.
