It's hard to say. FSA and HSA don't even register in my head!
My red eyelids are much improved by this eye cream. I'm not sure if it's the best solution, but it does work. As a frequent user of makeup, I have an allergy to it. It is impossible to predict which medications I will react to and occasionally end up with horribly swollen eyes. I have found that this product is the best.
The surgical bandage only has to be used once a day, in the evening, as directed by my ophthalmologist.
