In general, they sell them in the quantity that is specified. You can get a lower price per glass if you order more.
It's cheaper when you buy more than the first 12, but I think you're just getting the first 12 for this price. It cost me about $135 to get 96.
There are two types of them glass and metal The quality of the product is superb. Additionally, I ordered 96 and had NONE of them break in shipping!

Shot glasses that can withstand a lot of abuse! It seems like we dropped a few of them and they just bounced off the table and didn't break or chip. Each pair of glasses came beautifully wrapped in a small box with 12 glasses. My daughter loves the glasses and we were very happy with the purchase. The print on the glasses is exactly as you see it in the photos, and the color is just a tad bit browner than burgundy, but it still looks great. This is a product I would purchase again and would highly recommend.
