I contacted FosPower's customer service about the same problem. It turns out that all you have to do to activate it is press and hold the "SOS" button for three seconds. I hope this information is useful!

It might be wrong, or I might be doing something wrong, but I can not get it to charge past 25% using solar power. I was under the impression that you could charge it completely with solar power. And I have been charging with solar for a week and I am still 25%.
