That is true of the new one I have. I'm not familiar with the refurbished or used Acer.

I was very dissatisfied with the charger because it was broken, and every time I took it out of the laptop, it turned off completely. DO NOT SPEND YOUR MONEY ON THIS! IT IS NOT VALUE FOR MONEY.

The cast and crew have ceased production

There was no warranty because it was a refurbished item. I contacted ACER, who provided me with a phone number to call for technical assistance. I spent just over an hour on the phone (at a cost of $50), and they didn't seem to know nearly as much as I did. Because the problem has not been resolved, I am unable to use the Chromebook.

It's not something you should buy

I'm not going to give it a star because it doesn't keep a charge. Every time I go to open it, it's still not charged after an hour on the charger.

At first, the mouse on this Acer didn't work; it wouldn't move with my fingertip movements for some reason

I was unable to use the computer, so I left it to charge and walked away enraged. I continued to use my older, larger laptop and returned to it several hours later. It turned out to be fine, and it has continued to do so. I'd give the seller a strong recommendation. For a backup laptop, this is a fantastic price. Cosmetically and functionally, it's in excellent shape.
