William - Good morning, and thank you for your interest in our products! While I cannot speak for any other retailer who sells this product, I can assure you that all of our Hoya products are brand new and shipped directly from the manufacturer. While we don't have any step-down rings in stock - Mostly due to concerns about vignetting caused by stepping down, especially on wider angle lenses - It's something we can order specifically for you. The use of white in portraiture creates a uniform skin tone. I have always had good results with Hoya filters because they are high quality and do not break the bank. Because my local camera store has decided that selling back is not profitable, I had to order this. The store now only stocks neutral density and polarizer filters, but they still sell film. White contrast filters or color correction filters (still needed for color film, especially now that film stock manufacturers have been forced to drop their tungsten balanced options in order to even afford to offer any film at all) So there you have it.
There were no "issues" with the product because it was of excellent quality. Filters from Hoya are excellent.
Very good quality.
If you're doing a science project with this, keep in mind that the green tint is MUCH darker than it appears. It was so thick that I couldn't even shine a laser through it. Having said that, there were no flaws at all.
In B, it's a good filter for adjusting the contrast. W is for photography. It's something I use for both film and digital photography. The construction quality is excellent.
