If you're looking for local hardware stores (Ace, Home Depot, Lowe's, etc), I would go to them. As far as hardware goes, it's pretty basic. It will be easier for you to match the fuse block if you bring it with you when you come.
You need to see how big your amp wire is according to its power so anything above 350 watts should use 4 gauge, but be sure to run 100% copper only. You should run the fuse to your battery depending on which amp you are running, if you have multiple amps running through a distribution block I suggest starting with the highest amp.
My answer would be definitely no, it's not waterproof. I assume your question is about whether it's water-resistant.
The screws at the ends need only to be loosened, the wire installed, and the screws retightened. It is easy to remove the top plastic cover by clipping it into place.

And if you don't install it and wire it, you will never see what it is. As shown in the picture, I had to use two zip ties to keep the cap on. Instead of buying something else, buy Fuse holders in line (agu and anl) are readily available and are better than external fuse holders. It serves its purpose as a fuse holder, so it gets 3 stars, but the first time I have to replace a fuse, this thing will be thrown away.

It is easy to take off the cover for changing the fuse, yet it fits tightly. I had no problems with the metal ends holding the cables, as they were specifically designed for that purpose. I know it's not the best fuse, but hey, who cares! I have tested it, and it works. However, you will probably want to buy and carry an extra fuse anyway, so it is not a big issue. Despite the written description, I am not certain that the product is waterproof. On the cover, you can't see a silicone seal. It's not something I am going to test by submerging mine in water.
