Is this suitable for a toddler with a size 11 shoe?

I ordered the size my granddaughter usually wears for her shoes, and they fit perfectly.

Is it normal for Heeleys to come with covers when you remove the wheels? And is there a tool for removing the wheels? Neither a cover nor a tool was handed to me. ?

There is no such thing as that with them

Why did the shoes not come with wheel plugs? Shoes can be worn without wheels since there are no plugs to prevent them from spinning
