What size is an XL? Is it a 14 or a 16?

I am a 25-year-old woman who stands 5 feet tall. With a height of 0" and a weight of 98 pounds, the Medium is a good fit, but there is no room for layers. I believe the M is actually a size 12, so the XL would be a size 16.
