I know is that it (literally) pushes the cuticles and then removes the dead skin that was surrounding I try to be VERY careful not to hurt myself with it, but it shouldn't even hurt even if I did accidentally stab myself with it. I'm glad I got this cheap little thing too, and I'll update later when I finish.
