All stock rubber bushings have a metal collar around the outer edge. Is it not necessary to have an outer collar made of metal?

Metal outer collars are secured to the leaf by the shackle on the rear of the leaf and by bracket on the front of the leaf.

It is not compatible with the 1969 There is no need for the bushings that are stated to fit 1969 Cadillacs

It appears that the bushings were too large, but otherwise the rest of the installation worked. As well as not being wide enough.
