To my small block Chevy I have it hooked up to a single turbo carbed car. According to your description, as long as it is not subjected to more than 15 psi of pressure, it should function. Though I am not 100% certain, I think it would be safe for diesel fuel. It'd be better for me to look more into forums or something like that.
The answer is yes, 0 Pressure is about 15 pounds per square inch. We still use this gauge, which has been in place for several years between the regulator and the carburetor. The installation of the other gauges failed after a short period of time.

No connection was made to my gauge, and it was reading 2psi. The problem was 0ed, but I was unable to fix it. My first attempt was to relieve the pressure, and that brought it down from 3 psi to 2 psi. In the past, I've gotten closest to 0 when it Approximately 5 psi. I returned the Winter's gauge that reads 0 with no problem.

The gauge used to leak all its fluid while it was parked in the garage, but the replacement included a new one which did not leak.
I bought this kit for my Miata when I supercharged it and found it to be accurate, allowing me to measure boost pressure easily (8 psi at the moment). always been reliable and I never had any problems. But this particular unit doesn't have a backlight, which I think is a good feature. My vision is thrown out of whack at night by gauges that clutter up your vision. The current one does not appear to be broken, so I am unlikely to purchase it again in the future.
The company I run is called As expected, it works well. An electric fuel pump and a fuel pressure regulator operate a pair of SU carburetors, with an electric fuel pump. I'm no longer forced to guess the correct pressure but can now dial it in.
