It is not the cap, but the hinged lid.
My hose is connected to my tank by way of a gas hose, and a vent hose is connected Whenever fuel is put into a tank, air is displaceed. There should be an external vent for the air. In order for fuel to travel through the tank, it has to pass through air headspace.
There's no room for it
A new 1/2-inch hose will stretch over the vent (it has a 5/8-inch ID). Consequently, the fill hose has a 1 1/2 ID and the neck length is approximately 2 1/2 inches. Those hoses are long enough for a double clamp, as they should be on any boat fuel hose.

There is an awkward shaped hole to fit into and the fixing holes are very close to the fill tube, which limits the options for bracing it if installed and in a thin-walled boat This area is enclosed by a wall. If filled at any rate but slowly, it will spit up. It seems to be a sturdy construction and it appears to keep water out.
Originally, I had a 1998 Bennington pontoon fuel filler door that I swapped for this bad boy. When my old one became unlatchable, I had to buy a new one. As far as I can tell, it's the same as my old one, and its angles are the same.
This is how it should be.

Originally needed to repair pontoon boat fuel tank cover, but been able to do so. Two people were required to hold the bolts and nuts in place for the bolts and nuts due to the two hoses.
