The hole in the cap seems like it would be a vent, but could it be a lock hole? Is it possible to fully tighten the cap and it still vents?

Locking it all the way down is what you need to do, it will still vent with it all the way down

What is included in the cap? The tank adapter fits 1" or 2" tanks, right?

There is a 2" adapter fitting included in the package. Despite my searches, there doesn't seem to be just the cap the rubber seal has become brittle and has fallen apart. From what I've seen, you can't buy just the cap, the kit comes with it.

Does the top of this cap fit on an additional fuel tank mounted on a pu truck bed? When it goes through a car wash will water not enter the tank?

Yes, it has a rubber gasket and it can be compressed by pulling a button

The quality of this product is excellent

It is not simply a cap but the assembly as a whole. It works as it should with a 1 1/2" bung. The cap stays on with good quality and high spring pressure even when the car is being shaken.
