Is it compatible with a 1991 Chevrolet? What is the size of the fog lamps, and what are the dimensions of the fog lamps?

It will, in my opinion. I ordered Sherman OE Chevrolet fog lights from a 94 Chevy 454 trucks and they fit perfectly on my 96 Chevy suburban.

Is it possible to decorate it with paint?

Yes, and I recommend using a primer to help the paint adhere to the plastic before painting it.

Is it going to fit in my 1998 suburban?

It should be able to fit on a 95 Silverado.
