Does the rear bumper of the Camry need to be removed for this to be installed? Does that mean I have to do that on my 1999 Camry to install the part?

Unlike the normal trunk install, this one is done from the inside. In order to replace the tail light, you need to remove the trim panel on the inside that covers the tail light. Then you rotate it into the hole, pull it back, then it snaps into place. So that it does not fall into the fenders, make sure that you have a good hold on it or use a string or zip ties to hold it in place.
