I honestly have no idea; I've never had to check out or rebuild one of those. I apologize for not being able to assist you more.

Is this compatible with the Holley 650 dual pump?

It will fit if the 650 double pumper is a 4150. If that isn't the case, I'm not sure what to do.

Is this compatible with a 770cfm street avenger?

I'm not sure, but they should fit my 750 double pumper. I believe they're standard holler parts.

With no leaks, it's exactly the same

This carb is brand new. 'Right out of the box' is the best way to describe it. It sat on my shelf for two years before I finally got a motor and all of the extras to make one cherry-looking motor. I pressure checked the fuel system to make sure everything was in working order and ended up with Niagara Falls as a result. So I took a chance and ordered the gaskets that I suspected were the source of the issue. As a result, the work was completed and the new gaskets, which were an exact replacement, were installed and tested once more. They did a fantastic job. It wasn't a bowl and plate leak, though; it was a 16-pound fuel regulator. under a lot of strain.

These are nice; I purchased them for a Holley Street Avenger 670cfm power valve replacement. These gaskets are identical to the ones that came with the carburetor. I wouldn't call them completely reusable because they will deteriorate over time, but if you take the carb apart frequently, these gaskets should last a long time. When the need arises, I'll definitely purchase more; these are far superior to scraping cheaper paper gaskets!.
