Is it possible to attach this flange to an o. Is it possible to get a catalytic converter for a 1999 Acura Integra Ls?

This 3" flange is way too big for an Integra, in my opinion. At the converter, I'd guess a 2" or so. To make sure that the converter is the right size, measure the outlet side. Making educated guesses will only exacerbate the situation.

Is this compatible with a 2013 Dodge Durango's factory exhaust manifold?

No, the exhaust from the factory should be 2 1/2 inches long.

The delivery was lightning fast. Welding with tig was excellent. I heated it up a little and got some minor warping, but it wasn't bolted to another flange or fixture. It was trued up with a few seconds on the belt sander.
